Mr. Luo Zhibin

Mr. Luo is the professorate senior engineer, director of the Testing Research Institute, Shengli Oilfield, vice director engineer of the Heavy Oil Management Department, Shengli Oilfield, senior engineer of the Science and Technology Department, Shengli Oilfield, director of Project Management Department, Science and Technology Development Unit, China National Petroleum Corporation.
 
Mr. Luo was responsible for the oilfield development, organized well selection and engineer design of the oil reservoir, collecting standard of the document and information, and the technical preparation of the pressure and temperature measurement for long time. He brought the heavy oil thermal recovery of shengli Oilfield into the new phase, and found the solution for the technical obstacle during the spread of the application of the water pump which is difficult to obtain the information; He initiated the heavy oil thermal recovery engineering in shengli Oilfield and made the contribution for the achievement of reaching two million tons annual production of heavy oil in Shengli Oilfield;     


Mr. Luo organized the technical research of profile control, water plugging, and large hole plugging during the period with high water-cut in Shengli Oilfield, and formed six complete sets of technology which was promoted and applied in 13 oilfields across the whole country. The annual production was increased nearly million tons; It's the first time to put the company scientific and technical achievement since the "seventh five" into the database for registration, which avoided the repeated research. Mr. Luo also participated and organized the making and execution of the plan of the scientific and technical development of the "ninth five" of the group company; He also organized and made the scientific and technical development plan of the "tenth five" and 'eleventh five" of the stock corporation.
 
Mr. Luo acquired two times of the first prize and two times of the third prize of the scientific and technical progress of the group company. Mr. Luo was given the title of "Outstanding Talent with Professional Technique" in Shengli Oilfield, and was awarded the name of "Outstanding Person in Scientific and Technical Management" of "ninth five" by the four ministries such as National Science and Technology Ministry etc.
