Meanwhile, Mr. Zhou also performs the role of Vice Director, The Development of Urban & Rural Integration of the Committee Experts. During this period, Mr. Zhou visited Republic of Kazakhstan and South America several times as the head of delegation of China energy & mineral enterprises and China energy & environment protection enterprises. For constructing national strategic layout of New-Silk-Road- Economic-Belt, Mr. Zhou visited Central Asia area several times to develop the associated work of building energy and mineral resources safety gateway of country sustainable security capability and fulfilled the execution of transferring the advanced technique to overseas orderly. In recent years, Mr. Zhou has been spent vast time and energy to do research and survey about industry choice of urban and rural integration, development and utilization of energy and mineral resources, construction of green mining area, sustainable development model of urban and rural integration etc.
 
From 2005.4 to 2012, Mr. Zhou worked as the Secretary General, China Petroleum Commerce Council and represented China Petroleum Commerce Council to sign the 5-year-term cooperation plan with Rosneft Oil , Gazprom, CCK (Russian),and Belorusneft. Presently, all exported business of petroleum equipment from china enterprises to above 4 enterprises is for fulfilling the items and contents of this cooperation plan. In 2010, Mr. Zhou represented China Petroleum Commerce Council to develop and build the strategic cooperation relation with related foreign petroleum enterprises in the Middle East, Kazakhstan, and Azerbaijan etc.
 
From 2005.6, Mr. Zhou also has been working as the Secretary General, Oil & Petrochemical Industry Committee of China Electronic Commerce Association, Committeeman, Oil& Petrochemical Industry Information Security Committee. Mr. Zhou hosted 30 professional training seminars, large-scale forum, as well as large-scale industry subjects entrusted by the ministry of industry and information technology of the P.R. China throughout this period.
